The bike will start sometimes when you put your hand over the carb has a new carb new stator new flywheel new fuel pump and lines. Replaced the stator because the magnets fell off of the flywheel. Okay so I had it running at one time for a bit now all I get is putts out of the carb when I put my hand over it like it wants to start and occasionally I get a puff back like the timing is off the bike "was not doing this " according to the person who I am fixing it for before the stator and flywheel got destroyed I'm really stuck and can't figure out why it won't run on its own...

are you sure the valves have the proper clearances ? I work on alot of pit bikes & run into the same issue that you have , on those either the valve is open because of needing adjusted or they are bent
